Chief Debbie Cox

Chief Debbie Cox began her career with the Knox County Sheriff’s Office in 2002. Having served in her high school battalion and raising in rank to Battalion Commander, insured her familiarity with operational planning and decisions. Utilizing this experience allowed Chief Cox a great transition into her career with KCSO. Chief Cox Graduated the Knox County Sheriff’s Officer Regional Training Academy in 2003. Since then, Chief Cox has risen through the ranks at KCSO: being Promoted to Corporal 08/2012 while working as Disciplinary/Grievance Chairperson and Corrections Training Instructor in Training. As Kitchen Manager, Chief Cox was Promoted to Sergeant. in 2014 and shortly followed up by a promotion to Lieutenant in 2016 where she worked as Shift Commander and Kitchen Director. Obtaining her rank of Captain in 2017, Captain Cox was assigned as PREA Coordinator, Accreditation Coordinator, Director over Grievance/Disciplinary, Fire/Safety/Sanitation, Commissary, Custodial, Kitchen (s), and Money Clerk. Chief Cox is a 2021 graduate of the National Jail Leadership Command Academy as well as completing the Facility Officer Compliance Development Basic Training in 2022. Recently, Chief Cox transferred to the position of Assistant Facility Commander over Housing at the Roger D. Wilson Detention Facility and is currently serving as the Merit Council Corrections Representative.

Captain Aaron Turner

Captain Turner began his career with Knox County in February of 2000, joining the Knox County Sheriff’s Office in August of 2003. Having an extensive career with the Knox County Sheriff’s Office Corrections Division, Captain Turner began his service as an Officer in the Housing Unit, working his way to the rank of Corporal and then further promoted to Unit Sergeant. He also had the opportunity to be assigned as the Intake Release Director as well as Shift Commander at the Roger D. Wilson Detention Facility. Captain Turner was again promoted to his current rank in May of 2020. Currently, Captain Turner is the PREA/Accreditation Coordinator.

Captain Josh Smith

Captain Smith attended the Correctional Officer Training Academy in January of 2005. Upon its completion, he was assigned to the Roger D. Wilson Detention Facility as a direct-supervision officer. For the next two years, Josh would have the opportunity to move between different “housing” areas until he was reassigned to the Knox County Jail.In 2008, Captain Smith was promoted to the rank of Corporal and recruited to the Corrections Training Division. There, he was tasked with modernizing all training materials, while creating leadership programs for staff. Upon completing his objectives, Captain Smith was moved to a frontline supervisory position. For the next three years, Josh served as an assistant building supervisor for various housing areas, including the maximum-security unit. In 2011, Captain Smith was reassigned to the Knox County Jail as an assistant shift commander. During this time, he accepted additional duties, which included putting together the first ever CORE audit for KCJ, along with designing and implementing PREA for all KCSO correctional facilities. After the Knox County Jail successfully passed the CORE and PREA audits, Josh was promoted to Sergeant and moved full-time into the Accreditation Department at the Detention Facility. While assigned there, he was named the PREA manager for both the Knox County Jail and the Knox County Work Release Center. In 2014, Josh was promoted to Lieutenant and assigned to Shift Commander at the Detention Facility. He continued this assignment for two years, until he was named Facility Security Director in 2016. For six years, Captain Smith served as the Security Director, while helping create and supervise the Corrections K-9 unit.In February 2022, Josh was promoted to Captain and was assigned as an interim Assistant Commander of the Roger. D. Wilson Detention Facility. Currently, Captain Smith is the Assistant Facility Commander of the Knox County Jail.

Chief Paul Cooper

Chief Paul Cooper began his career with the Sheriff’s Office in January 2007. During this time, he served as a Corrections Officer and promoted through the ranks of Corporal, Sergeant, Lieutenant, and Captain. He has held positions as a Supervisor in Housing and the Intake Release Center, as the Security Director, Corrections Training Division Director, and as the Assistant Facility Commander at both the Knox County Jail and the Roger D. Wilson Detention Facility. He is a graduate of the National Jail Leadership Command Academy Class #38. Chief Cooper was promoted to his current rank in October 2022 and is currently the Facility Commander at the Roger D. Wilson Detention Facility, where he oversees the daily operations of the jail.

Captain Turner

Captain Fritts

Captain Lateesha Fritts became a member of the KCSO family in 2012 beginning her career as a front-line staff officer at the Roger D. Wilson Detention Facility. She soon was promoted to Corporal at the downtown Knox County Jail and shortly again promoted to Sergeant to oversee the women’s housing unit, back where she began, at the RDWDF. After a successful time overseeing the women’s housing area, she was awarded the opportunity to work in the Corrections Accreditation Division while serving as the PREA Manager. Lateesha was again promoted to Captain and given the chance to work with Programs. Captain Fritts had a natural passion for Programs and placed in charge as Inmate Programs Director for the Knox County Sheriff’s Corrections Division where she is currently assigned.

Captain David Sparkes

Captain David Sparkes began his career with the Knox County Sheriff’s Office in 2010, where he worked as a Housing Officer at the Roger D. Wilson Detention Facility. During his second year with KCSO, Captain Sparkes would go on to complete his Special Operation Response Team (SORT) training and become a member of SORT for over 4 consecutive years. Late summer of 2012, Captain Sparkes went on to graduate from the Knox County Regional Training Academy. In 2014, he was promoted to the rank of Corporal then within two short years became the Fire Safety & Sanitation Director, and then in 2018, he was made Sergeant. Captain Sparkes achieved his current the rank of Lieutenant in 2020 and was assigned the role of Shift Commander at the Roger D. Wilson Detention Facility then later in 2021 was assigned as the Facility Commander of the Knox County Work Release Center and as the Worker Offender Program Director. Captain Sparkes received his current rank in 2023 and is currently the commander of the KCSO Work Release Center.

  1. Before logging in to visit, check your webcam for good picture quality and make sure you are located in well-lit area, but not where your camera is in direct sunlight.
  2. Check your sound quality/ audio level. Most webcams and operating systems allow for testing of your microphone on your system.
  3. Speak normally. Some have a tendency to speak loudly or directly into the microphone and this causes distortion for the inmate. Avoid allowing persons sitting or standing behind to talk, as they often speak louder than necessary.
  4. Avoid large movements during the call. Webcams are often sensitive to movement and do not offer a good picture during movement.
  5. Check your internet speed. Low bandwidths may cause lag time in transmission of your video feed. If unsure of your internet speed, contact your internet service provider to ensure your internet speeds are capable of handling video conferencing.
  6. Be logged into your account on time and ready to visit. If you are late for the visit, you will only be allowed the remainder of your scheduled time.

Q. When I sign on to JAILATM.COM, it sometime will not advance to the scheduling screen?

A. When choosing a web browser for this service consider using Microsoft Explorer or Google Chrome, some other browsers will not work with the website.

Q. How long are the remote video visits and how much do they cost?

A. Each remote video visitation is 30 minutes and costs $5.99/call.

Q. I lost my password, I had connection problems, transaction issues, or I am having problems using the system?

A. Email support@jail.atm.com Monday through Friday, 8-4 Central time and include the name of the facility, transaction date, your name, recipient’s name and your contact information.

Q. How do I utilize the free visits on the public kiosks?

A. Public kiosks are available for use by the public at the Work Release Center on Maloneyville Road. These visits must be scheduled within a week of the desired visit. You may schedule your visit by calling 865-281-6788. Visits at this site are for all Adult Jails operated by the Sheriff’s Office and adhere to the schedules found on the website at www.knoxsheriff.org. After scheduling your visit, you will be required to arrive to the facility prior to your visit and present your identification. You will be subject to a search and please leave your personal belongings in your car. After check-in, you will be directed to the kiosk and there you will enter your identification and choose your inmate to visit.

Q. Can I still visit in person at the jail?

A. No, video visitation has been adopted for all Adult Jails operated by the Sheriff’s Office.

Q. What happens if I miss my video visitation or forget to log on?

A. Visits that are scheduled will not be refunded, however if you use video calling you are only charged per minute.

Q. What are video calls, and how do they work?

A. Video Calls are available onJAILATM.COM. In addition to two scheduled 30 minute visits per week, family and friends utilizing a home computer, tablet or other internet device may contact an inmate during the scheduled visitation hours listed. Inmate may receive these additional visits unlimited on supplied tablets or kiosks not being used for scheduled visitors. Please visit www.jailatm.com, set up an account and follow menu for “Call Now” button. Cost is $5.99/visit.

Q. Are there any rules while my video visit is taking place?

A. Yes. All visits are subject to monitoring at any time, so any signs of indecency, including nudity or p*rnographic activities will result in termination of the visit and ban the visitor from future visits.

Q. Is there anyone who is not allowed to video visit?

A. Yes. Anyone who is party to an active order of protection with an inmate, or in any other way court directed not to have contact with is not will not be permitted to visit.

Messaging

Messaging is now available throughwww.jailatm.com. After establishing an account with JAILATM, you may send messages and photos to inmates incarcerated in all Knox County Sheriff’s Office Facilities. Inmates may also send messages to email addresses as well. The cost of this service is $.40/message. Messages and Photos are subject to approval and no sexually explicit or p*rnographic matter will be accepted.

Jail ATMs are located in the lobby of the Roger D. Wilson Detention Facility and the Knox County Jail. There is also an ATM at the onsite visitation center. You may place cash into the ATM for the inmate for a $4.95 surcharge. ATMs will also accept credit cards for a 10% surcharge. You may also add funds to inmate accounts by visiting www.jailatm.com.

Money Orders and Cashier’s Checks will be accepted by MAIL ONLY. Do not include any letters or correspondence with the Money Order or Cashier’s Check, as it will not be given to inmates.

Personal Property:

Personal property will not be accepted unless prior approval has been obtained from the Facility Commander or his/her designee.

Inmates may release personal property 24 hours a day, 7 days a week.

Money will only be released Monday through Friday during normal business hours. A “Property Transfer Receipt” must be completed prior to the money or property being issued.

Release of Funds to Inmates

All inmates being released from a Knox County Correctional Facility will be issued a debt card for the balance of their “Inmate Money Account.” Inmates may pick up funds if not available upon release at the Roger D. Wilson Detention Facility.

Inmate Programs

The KCSO Corrections Unit employs devoted and dedicated individuals that assist inmates with a variety of programs designed to educate, rehabilitate, as well as establish habits and measures to help prevent future incarceration.

In 1999, Steve started off as an Identification Officer in Intake. He was selected to go to the Knox County Regional Training Academy where he became a certified officer. In 2002, Steve was promoted to a Corporal over Intake. In 2003, he was promoted to a Sergeant in housing. While a Sergeant, he filled in numerous times as the Lieutenant of Operations where he was in charge of the entire shift at the Detention Facility. In 2006, Steve was promoted to Lieutenant and worked as the Lieutenant of Operations for several years. In 2012, he worked in the Office of Professional Standards. Promoted to Captain in 2014, he took over Inmate Industries. In 2015, Chief Bravo was promoted to Assistant Chief and became the Assistant Chief over the Roger D. Wilson Detention Facility. In 2018, Chief Bravo became the Director over the Programs Division at the Roger D. Wilson Detention Facility. In 2021 Chief Bravo became the Facility Commander of the Knox County Jail.

Captain Lateesha Fritts became a member of the KCSO family in 2012 beginning her career as a front line staff officer at the Roger D. Wilson Detention Facility. She soon was promoted to corporal at the downtown Knox County Jail and was shortly again promoted to sergeant to oversee an entire housing unit, back where she began, at the RDWDF. After a successful time overseeing this housing unit, Lateesha was again promoted to Lieutenant and given the chance to work with programs. Captain Fritts has developed a passion for programs and placed in charge as Inmate Programs Director for the Knox County Sheriff Corrections Division where she is currently assigned.

The Knox County Sheriff’s Correction’s Division maintains a ZERO TOLERANCE in keeping with Public Law 108-79, the Prison Rape Elimination Act (PREA) of 2003, which will enhance intervention, documentation, reporting, and investigative procedures. The Knox County Sheriff’s Office has mandated a zero-tolerance towards all forms of sexual abuse and sexual harassment. Such conduct is prohibited and will not be tolerated; to include inmate-on-inmate sexual abuse or harassment and employee-on-inmate sexual abuse or harassment. It is Knox County Sheriff’s Office’s policy to aggressively investigate all allegations, regardless of the source, and prosecute those who are involved in incidents of sexual abuse. Criminal investigations will be referred to the Knox County Major Crimes Division. Alleged victims of sexual abuse or harassment will be provided a supportive and protective environment. The credibility of an alleged victim, suspect, or witness is assessed on an individual basis and not determined by the person’s status as inmate or staff.
